Is it only liberals that are allowed to have intercourse with people from other nations?

If so, I been bad... very very bad....

I think that George W. meant that, if you have intercourse with a nation, it should be liberally. I hope that he didn't mean it in a Woodrow Wilson/ LBJ manner...
